 “Recycling Alien Babies” have become the common memory which almost every Taiwanese has in the childhood.

臺灣的資源回收之路是從哪裡開始的?除一開始的拾荒者及民眾自發性回收,由舊貨商沿街挨戶收購外,環保署在1989年從荷蘭引進「外星寶寶」資源回收桶,掀起一陣命名風潮:藍博士愛吃紙、紅辣椒愛吃塑膠、翡翠蛙是玻璃的家、黃金鼠愛吃金屬。回收桶可愛且鮮豔的造型,讓資源回收分類的觀念及各顏色代表的屬性深入學校教育及民間社會,為臺灣的資源回收觀念扎根,外星寶寶也因而成為每個臺灣人共同的成長記憶。

Where did Taiwan's resource recycling path begin with? In addition to the waste pickers and the volunteers who are spontaneous recycling, and the scrap merchants who acquired the recycled stuff door-to-door, Environmental Protection Administration (EPA) has introduced the recycling bins " Recycling Alien Babies" from the Netherlands into Taiwan at 1989, which has set off a wave of naming: The blue bin was Dr. Blue which likes to eat paper, the red bin was Red Pepper who likes to eat plastic, the green bin was Jade Frog who is the home for glass and the yellow bin was Golden Rat which likes to eat metal. The cute and colorful design of these recycling bins has deepened the concept of resource classification and “Recycling Alien Babies” have become the common memory which almost every Taiwanese has in the childhood.

同一時間,環保署推動的「全民參與回饋式資源回收四合一計畫」,將「社區民眾」與「地方政府清潔隊」、「回收商」及「回收基金」結合在一起,促使參與回收的民眾及回收處理業者獲得合理獎勵,逐步建立起完整回收循環體系 。

At the same time , the 4-in-1 recycling program promoted by the EPA has combined the “communities” an “the cleaning squads of the local governments” with “the recycling enterprises” and “the Recycling Fund” so that the people participating in recycling and recycling and disposal enterprises can receive reasonable incentives and gradually establish a complete recycling system.

回收處理業者的再生教育學堂,為環境教育增添一股力量

In addition to the education in schools, the recycling schools built by the recycling and disposal enterprises have designed courses regarding themselves and invited students and the public to recycle resources properly and love the earth.

從事廢玻璃回收循環再利用已經50年的春池玻璃,主要業務是將廢棄玻璃處理後,製成各項產品,減少資源開採,同時達到垃圾減量。春池玻璃為環境教育設計的教案以「環保人文保護、百年手工技藝」、「廢玻璃回收循環再利用友善環境」為設計主軸。讓參訪學員們觀賞百年技藝—手工玻璃藝品的製作,同時也可以使用再生玻璃杯,製作DIY噴砂設計,體驗早期玻璃噴砂加工的樂趣,讓參與者在創作中學習環境教育,進而落實愛惜資源,體會永續的可能及重要性。

Spring Pool Glass Industrial Co., has been eengaged in recycling and reusing waste for 50 years of spring pool glass. Its main business is to dispose waste glass and turn it into a variety of products so that it can reduce resource extraction and the waste. Spring Pool Glass's teaching program for environmental education is based on "Protect the environment human culture and 100 years of craftsmanship" and "Be friendly to the environment by recycling and reusing waste glass". The company has the participants to watch the video “Hundred years of craftsmanship - handmade glass art”, and also to use recycled glasses to create glass sandblasting design by themselves so as to experience the fun of glass sandblasting in the early days, which participants can receive environmental education while creating something so as to know to cherish resources and to experience the possibility and importance of sustainability.

而在迎賓大廳上寫著「利用厚生」信念的中台資源科技股份有限公司,其「環境資源教育中心」的課程內容包含了適合中小學生的「電燈的秘密- 燈的生命週期」及適合大學生與一般民眾的「舉頭三尺有燈管- 認識環境中汞污染及其影響」,讓民眾能學會如何分辨有害含汞燈、正確選擇省電燈泡並擁有正確回收態度與技能,成為「電燈達人」此外「化廢為寶」的手作課程也會帶領學員們觀察經處理後的資源物質可進行多樣化再利用用途,思考資源回收的重要性。並透過使用回收玻璃彩繪DIY設計,讓學員感受動手做的樂趣。

In the welcome hall of the Chung-Tai Resources Technology Corp, its concept “ Li Yong Hou Sheng(利用厚生)” was written over there, i.e. to use everything to its entirety and to make people rich, which means to promote a circular economy and sustainable social development. The courses in the "Environmental Resource Education Center" of this company have included the "Secrets of Electric Lamps - Life Cycle of Lamps" for primary and secondary school students and the "Lamps above your head – let’s know what mercury pollution in the Environment is and what its Influence is" for college students and the general public, so that they can learn how to tell harmful mercury-containing lamps, to select the correct energy-saving light bulbs and to have the correct attitude and skills about recycling. In addition to becoming a lamp expert, the handmade course “Turn Waste into Treasure” will also lead participants to observe all kinds of resource materials are reused after being treated and to think about the importance of resource recycling.  They can also experience the fun of handmaking by designing their own glass painting with the recycled glass.

大抵來說,臺灣的資源回收以教育為主,但環境教育並不限於學校,當回收處理業者也加入環境教育的行列時,再透過身體力行的家庭教育,資收教育涵蓋了學校、家庭與社會,回收體系便能夠更完整的建立起永續循環的環境。

The resource recycling in Taiwan has mainly focused on education, but environmental education should never be limited in schools. As the recycling and disposal enterprises have begun to participate in the environmental education and every family can also practice the recycling, resource recycling education can actually cover schools, families and society so as to complete the recycling system and to establish a sustainable environment.
